Noooooo. One of the last waves of ROC had a shirt less SS that came with some sort of bladed backpack. The regular version came hooded while the variant was hood less like during his fight scene with SE.

Actually, I like that idea. Publicly being Laird James McCullen PHD, this well thought of humanitarian, while also being Dr. Destro running the worlds largest weapons supply and development conglomerate, and on numerous wanted lists.
Personally in looking at a creation of COBRA in a current section, I could see Cobra Commander being a Glenn Beck type, publicly stirring up discontent via the media, in order to recruit via grassroots to build a domestic anti-government paramilitary group.
GIJoe could then be both a domestic wing of the US military dealing with COBRA at home while being a major component of a UN based group (also using Action Force, Canuckleheads and Oktober Guard) dealing with various Mid-eastern based terrorists, African warlords, and South East Asian or Central/south American drug cartels. And of course the Red Shadows, can't not have them running around if Cobra is locked to North America.

Destro was never African and the cartoon is non-canon.

Yes it was in their 2.5" mission sets. It's supposed to be retooled to fit the 3 3/4" figures.
