Stealth is the counter to strafe. Avoid is the counter to non-tactic attacks.
If strafe didn't have a counter tactic aircraft would be way too powerful.

on what are you basing this? strafes too powerfuil becuase it's double fed; once by FP, and once by strafe, use the formula i gave in the staff forum and it's damage will fall in line with that of repair and Ram, unless you have extreme differences in numbers on each side
i said it didn't balance when you first brought these tactics up 2 months back, they still don't, limiting the targets for a tactic means that sometimes it'll be useless and someties awesome,, that true of our current strafe but at least it works in homeostasis with mission numbers, having it go off type rather than numbers destroys that and creates a negative feed back loop, wiping out the tactics effectiveness, whats more with limited target choice, you concentrate the damage on the targets, you don't spread it out(which is what makes strafe so interesting and distinct from ram, which is another point since half the tactics seem to just be name and/or feeder substitutions), in addtion an extra roll to save against strafe just further neuters it.
Leokearon, Headmaster/targetmaster are tactics, so are linked to your choice of alt, you choose one of the alts with the master tactics as one of it's 3 tactics and will be a headmaster/targetmaster.
