To my understanding they're pretty loose over there and companies have their choice of safety organizations they can join with safety measures ranging from specific stamps to a warning label on the package. Even highly realistic and regulated Airsoft guns don't require orange caps like they do in most countries. One thing I found looking into it is that Japan considers a model or toy gun safe if there's no way to modify it into a real gun, be it made of plastic or zinc alloy (die cast) or being made with a steel plate in the barrel or a metal rod running the length of the gun. So transforming robots probably aren't going to be much of an issue there.
