If the main Villian loses every episode, it loses its' threat level. If you mix it up, when the main Villian does come on the scene, it could actually be a game changer. Therefor, the more worldbuilding and the more levels of complexity the better, imop. I don't want to be able to predict what's going to happen from episode to episode.
