What other tfs have been released that have been incomplete?
There is a few that are missing guns and what nots and it's open to interpretation but Takara can be just as bad like with RID/Car Robots Fort Max/Beast Wars Neo Trypticon not having all their accessories, but one of Hasbros oddest incomplete figure releases was the exclusive show accurate beast wars primal/megatron, where megatron had a part removed that made it floppy in robot mode. Just dont let them near load bearing walls and all should be fine.

10th anniversary Primal/Megatron toys r us exclusive set, a part in Megatrons torso cavity that helps the dino parts lock securely in to place, was removed.
I bought that 2-pack when it came out and never transformed Megatron until a couple of years ago. Sadly I sold mine and when the buyer complained - I had never transformed it, which is something I now do with all my tfs, found videos saying the same thing was a known issue with the figure and compared it to the orig as well otherwise I would have been oblivious to it.
