That is Ninja force Scarlet, most of the Ninja force figures contained spring loaded slicing, kicking or punching gimmicks, even worse some figures like Snake eyes had both the slicing and kicking gimmicks. As far as I can remember, only Ninja force, Street fighter GIJoe and some repaints of those figures had the bad gimmicks.

I must be the only guy in the world who liked the gimmicks. Back then I expected more of my $5.

Is the plastic itself all bent out of shape? If it's the soft plastic (which I hate so much, but it's used for everything unfortunately), you can re-shape it by using a hairdryer and a cup of ice water. Heat up the gimp part by holding the hairdryer over it, but not too closely as you don't want the plastic to melt. After about a minute, the plastic should be rubbery. Reshape the part as it should be, and when you think you have it right, dunk it in the ice water.
This works great for other toys, like antennae, Gundam beam sabers, etc. Some plastics are more resistant to being reshaped, though.
