Memory's a bit hazy. Didn't The Master do things in the past to render his Tardis inoperable? Like removing the dematerialisation circuit?

I think that the following happend:
The Timelords saw the end comming and they devised a plan to ensure the survival of their people. But the solution was very unethical and difficult, so they needed a powerful Timelord that wasn't bothered by ethics.
And they chose the Master, but they needed to ensure that he'd follow the general plan, so they mentally programmed him with the "drumms". Afterwards the Daleks attacked and the Master took a hike (or maybe the Timelords sent him away and altered his memories).
The Tocaflane are supposedly a new generation of Timelords (maybe they are embryos?). They reastablish the Timelord society on Earth while the Master guards over them. I guess that they need all humans on Earth gone to bring their plan to fruition, or maybe they steal their bodies to gain humanoid form again (the Master has done it before, he could teach them how to do it).
