I would go as far as to say "no one". Some characters were expected to have the personalities that they did wind up having, like Starscream, Megatron, Alpha Trion, Ultra Magnus, Jazz, Grimlock, Blurr, Arcee, Omega Supreme, etc.

Amen! This is why I like such leaders as him, Optimus Primal, Ginrai, G1 Rodimus Prime (Only for the last few minutes of the G1 movie, before season 3 started), and (to an extent) Fortress. All these guy were just your average joes (or in some cases, not even that) who were thrust into a position of authority that they did not want and/or expect to happen to them, and thus had to grow into their newfound leadership roles to become the heroes that they did.
It's this kind of depth that makes leader characters great. Having someone who's both the leader and already epic for no other reason than for the sake of being epic is just "lazy awesome".
(Hmm, "lazy awesome". I wonder if there already exists such a TV Trope?)
Though, there is a way around this with this series' Optimus. If we consider him to be the same one from Exodus (as Hasbro does), then we've already got plenty of his backstory and development done and over with, as he too had to undergo the "leadership growth" in that book that the above-mentioned leaders had to undergo as well.
