Honestly, as a kid growing up in the era of Beast Wars, I either identified with characters through some version of fiction (the show) or they looked awesome in package. I can totally see kids not wanting a bunch of boring car-formers (thinking back on the generations prowl and company) when they could have awesome figures that they think look cool, or relate to via a fiction.
The part about having a fiction is important, if you relate to a character, or care about a character, you would most likely want a toy representation of them. Otherwise you would probably want a cool character (any of the deceti-animals from rid2015) I, myself, was stoked when I saw the designs for Thunderhoof, and eagerly await his release, even though I've never seen the show. It's precisely because it scratches that itch - that transformers can yield the coolest looking action figures ever - that it irritated me when I saw a bunch of shelf-warming datsun updates years ago.
This is the reason why I think the Unicron trilogy did as well as it did, the shows were kinda crap, but the toys themselves, for any and all of their failings, looked awesome in (usually) both modes, and I saw definite patterns of this, where the boring scout class guy with a telescope thing for an arm from energon warmed shelves forever, but the cool beast-forming decepticons flew off shelves.
