I mean, it was hard enough to get Viper here without paying inflated prices (bbts, tfsource, etc), I can't imagine what it must be like to try importing Viper to Japan - assuming they care enough about him to want him...

Except that it is not Viper. It is Dogfight and just uses the Viper retool of the mold. Also Takara didn't make a conscience decision to make this figure a Million Publishing exclusive. Just like FunPub does with Hasbro, Million came up with the idea, presented it to Takara and they approved it. Takara may still use the head later down the road.

Well, I mean, its viper to them like zombie breakdown is offroad to them; but you're right, they could use it in the legends line - despite none of the other new legends being listed in it yet

The bigger issue is making fans buy the magazine to get Runabout's other half and one of Override's partners or making kids buy the magazine they probably don't want to get two figures for the kid's line. All of the previous Million/Hero-X exclusives have been for the current kid-friendly collector's line (G1 reissues, Henkai, Generations, etc.), but this is the first time they've done exclusives for the current kid's line with a cartoon tie-in (Transformers Adventures). Seems a little crueler to the kids than getting a freebie from TRU after spending 3,000JPY, about US$25 which isn't much since a Deluxe/Warrior figure is 2,700JPY.

Yeah, that was either pre-planned between the two of them, or million x pre-empted TT's releasing the second twin; or TT didn't want to release him, and shelved the idea 'til someone else wanted it, but it all amounts to the same thing => d|ck move
On a related note, is it difficult to obtain this if you live in Japan?

Yes and no. I'm not sure how the magazine dating works in Nippon but the mook itself was scheduled t obe released or solicited last Nov 2015. So once you received it you must clip the coupon and mail it ASAP before a certain cutoff. Pray your mail makes it before it. I think you also pay for shipping depending how far the Prefecture you live in.

meh, not bad; the popularity of the figures + small production run, I get it; if hasbro/funpub did a mail-away for figures, I bet it would be a big thing (I know tfss, but this is cheaper and a one-shot)

Solicited via those robot points:
IH, Ratchet,Cosmos,Dirge and for Masterforce Lander/Landmine. Gears was never released as a TF (Microchange yes) until the TFC boxed set.

Yeah, that thing looks like a chest Mini-Con or something like that (like on Liokaiser's members in bot mode) but the one sitting on the ground has a different color.

Not really, this one doesnt have a functional trailer. So its not a fix, just a new version of the same design as the deluxe mold. Speaking of that deluxe, both that toy adn the legion have a better truck mode than this one

Thats not the real price of the toy, you shouldnt judge it by that. Thats just the price americans have to pay if they want to buy from TF Source and not ship him from japan. It has nothing to do with the worth of the toy or how much it cost to make.
The real price is probably the same as any leader figure, so 50$. Has as much if not more detail than the leader seekers, so it sounds fair.

I just judged from the vehicle mode. He reminds me of the new Battle Pack OP. I think robot mode just looks so much detailed because of the vast paint Takara splashes on their versions.
And the price, I know that it's more expensive to import those figures but he doesn't look like a Leader class to me. For that the vehicle mode looks too crappy. But maybe it's an upscaled remolded version of the BP OP.

I think instead its a new mold which just takes hints of previous transformation and engineering. Like all of combiner wars deluxes and every RID optimus Hasbro has done. Like they just looked at old designs and made a new mold based on them instead of actually changing stuff to the physical mold.

Pretty sure its a new mold. Which is odd since I thought TT only made one mold per character in their lines. Anyways for those who were wondering, this is what the chest bird looks like:
