When reprinting this issue for the U.K. comics, the story could not fit into continuity with the rest of the post-movie U.K. stories that they had done so far. So they gave the story two extra pages, one at the beginning and one at the end to explain that this story was completely made up by Wreck-Gar.
This Mosaic takes place just before Wreck-Gar's introduction to his Big Broadcast of 2006 story. Wreck-Gar's interrogator is not Lockdown but a non-character taken directly from the original U.K. comic (who only appeared in the U.K. created pages for The Big Broadcast of 2006).
