Transformers Collectors' Club Members may order Nova Prime from theTransformers Club Store by following this link. This figure will set you back $59 plus shipping. Nova Prime is a recolored version of Generations Orion Pax, and features a new head sculpt that is also found on this year's Collectors' Club Membership Incentive figure Lio Convoy.
The order page also lists this bio and information for Nova Prime:

If you are participating in the FSS 3.0 service, please verify your address at the FSS site by logging in making sure your address is correct by the end of day Thursday, May 7. We will be working shipping these out to you and the end of next week.
If your address has changed since March 16th, please email your correct address to admin@funpubinc.com as well. Please note that the systems are totally separate so if you have moved, you will need to update both the FSS and send an email to admin for your club free figure.

I've only heard one theory about who he is and where he's from, and a whole lot of you guys are likely to not like it if it's true.
Therefore, I'll spoiler-tag the theory:
The theory is that he's Shattered Glass Optimus Prime after having been reformatted by the good Unicron, like how the evil Unicron turned Megatron into Galvatron in the 1986 movie, but with the added twist of the good Unicron trying to turn SG Optimus into a good guy.

How that relates the Multiversal Singularity concept, which is still in play since Part 1 of "Another Light" had G1/BW/Classics/etc. Prowl give the first ever in-fiction mention of the concept, is anyone's guess, but Pete also noted that we'll just have to wait and see what this "good Unicron's" deal is.
Personally, I'm thinking it's just some other guy who isn't a god, but who also happens to just have the same name and look as the dark god. An "impostor" or "lookalike", of sorts.

Galva-LioConvoy? I was thinking the same thing, but the head isn't colored right for that. Could just be an evil Nova Prime if what's posted above is true, before being made good. Would explain the purple.

I think Lio made more sense given the recent emphasis on Beast Wars characters as the freebie; Depthcharge, Protoform X, etc.

I'm not sure how everyone else feels, but Nova strikes me as a more popular/desired character than Lio, hence you get the less wanted character as the membership freebie and pay for the other one you want more. It certainly got me to open my wallet; if the situation were reversed, I'd only have Nova and wouldn't spring for Lio, even with a cool box to put him in.

Looking at the back windshield makes me wonder why we haven't gotten a Windcharger out of deluxe Bee and on the other part of the spectrum, sure, we'll most likely get Windbreaker out of Carzap, but come on! That's a dead ringer for Legends Taligate! Wonder why we got Windcarger out of Tailgate with the RTS one being so recent, Windbreaker would've been nicer, we got G2 Dreadwing after all. That said. I love my lil' red CW guy, his granite effect is awesome!
